Despite the governor's claims that his office did not decide who would be hired for civil service jobs, which are nonpolitical, those positions are among nearly 1,800 hires, promotions, transfers and salary increases aides to the governor OK'd in the months following Blagojevich's 2003 inauguration, according to hiring lists officials maintained.Looks like they were treating the governor's office like a Chicago ward office.
